Nomination of blocks for mineral activities on the seabed
In a letter of 29 April, the Norwegian Offshore Directorate invited players to nominate blocks in connection with the first licensing round for mineral activities on the seabed.
The players' nominations represent an effort to acquire knowledge, which will be included in the basis for considering which areas will be announced. The Ministry of Energy's proposed announcement will be submitted for public consultation. An announcement regarding the first licensing round is expected after the summer of 2024.
Blocks targeted by the Norwegian Offshore Directorate for nominations in the first licensing round are indicated in the map, see below.
A general reasoning and information about the nominated blocks must be provided using a template in the guidelines, see link below.
The nominations must be received by the Norwegian Offshore Directorate by 12:00 on 21 May 2024. The nominations will be processed in accordance with relevant confidentiality rules.
How to nominate
Nominations with appendices must be submitted to the Norwegian Offshore Directorate. Nominations shall be submitted via L2S Authority Communication and the Norwegian Offshore Directorate must be chosen as the recipient. Please submit the files well before the nomination deadline.
Documents with appendices must be placed in a folder named HBM 2024-1-"companyname"- "nominationnumber"of"totalnumber" and compressed ("zip format"). “Total number" must reflect the number of nominations your company is actually submitting via L2S.
There must be no sub-folders and the zip file must not be password-protected. Title the submission HBM 2024-1-"companyname"-"nominationnumber"of "totalnumber" and submit it via L2S Authority Communication to the Norwegian Offshore Directorate. Example for company "HBM AS" submitting a nomination: HBM 2024-1-HBM AS-1of1.zip. Contact the Norwegian Offshore Directorate if L2S cannot be used.
