New guidelines for Annual Status Report for fields in production
31/08/2016 The form for Annual Status Report for fields in production has been changed from autumn 2016.
The Annual Status Report (ASR) for fields in production shall be submitted to the Norwegian Petroleum Directorate (NPD) by November 1st each year, cf. Section 47 of the Regulations to Act relating to petroleum activities and Section 29 of the Resource management regulations.
The ASR also forms the basis for evaluating the production permission, cf. Section 23 of the Regulations to Act relating to petroleum activities, Stipulation of production schedule etc., and supports the Revised National Budget (RNB) reporting.
The 2016 ASR should not be based on the operator’s 2015 ASR as the guidelines and form have been significantly changed since the 2015 ASR. The ASR must be submitted electronically in text format (such as Word, not PDF).
Starting in 2016, the ASR, as the RNB reporting, refers to the Joint Operating Agreement (JOA) set by the Ministry of Petroleum and Energy, and therefore to the licensees’ own planning documents such as the long-term plan. In general, more emphasis has been given to governance, including risk management and time criticality, see new chapter 2, Governance.
There are no other new main chapters. However, there are significant changes within most chapters, including a new subchapter 6.5, “Burning and cold venting”. Chapter 8, “Field and Area Development” is now more focused on future resources, capacity and third party access.
