Sector fee

Pursuant to Section 9 of the Regulations relating to sector fees and reimbursement within the petroleum activities, the Norwegian Offshore Directorate can collect a sector fee starting on 1 July 2025.

The fee is intended to cover the cost of follow-up duties aimed at all or parts of the petroleum activities. This covers digital infrastructure and digitalisation, data management and sharing, knowledge development and sharing, storing and making geological sample materials available.

The sector fee is an annual fee of up to NOK 175,000 per year (2025 NOK) which is the same for each production licence as of 1 January of the year covered by the fee. In 2025, the sector fee is up to NOK 87,500, as the fee will be in force starting on 1 July. For 2026, the maximum fee will be index-regulated by 3% (NOK 5,250) to NOK 180,250.

Each year in connection with collecting the sector fee, the Norwegian Offshore Directorate will prepare a calculation basis for the sector fee based on costs during the previous year. The Norwegian Offshore Directorate shall stipulate the sector fee based on this calculation basis. The calculation basis shall be published.

The sector fee will be due for payment no later than 31 March of the year covered by the fee.

The calculation basis for the fee in 2026, which is due on 31 March, is based on expenses in 2025.
