Q&A: Transitioning to submission via Altinn
Here you can find important information and frequently asked questions and answers for operators and licensees about the transition from using SMIL/Licence2Share (L2S) to submission via Altinn.
NOTE! The transition from SMIL/L2S to forms in Altinn takes effect on 21 October 2026. Before then, operators and licensees must grant the necessary Altinn rights to employees who will be using the forms.
The change applies for
- applications to extend deadlines
- notifications on decisions associated with production licences on the NCS.
Submission and communication with the authorities regarding applications to extend deadlines and notifications on decisions will therefore no longer take place via SMIL/Licence2Share (L2S).

Important information
- Starting from 21 October 2026, applications to extend deadlines and notifications on decisions associated with production licences must be submitted via appropriate Altinn forms. You'll need to log in via 'ID-porten' (shared log-in solution for government services).
- To ensure a smooth transition to Altinn, operators and licensees should ensure that relevant employees have necessary access well before the transition.
- Only users with the correct access rights in Altinn will be able to create and submit applications to extend deadlines and notifications on decisions, so we recommend assigning the access rights as soon as possible.
- Operators and licensees must complete and submit all initiated applications to extend deadlines and notifications on decisions in SMIL/L2S before 21 October 2026.
- After this date, it will no longer be possible to complete or submit cases in SMIL/L2S. Initiated cases that are not submitted by the deadline must therefore be re-created and submitted via Altinn.
Which Altinn forms are involved?
Production licences – application to extend deadlines
- This form is used by operators to apply for extensions of deadlines stipulated in work programs/terms associated with production licences (licences) on the NCS. The application is sent to the Ministry of Energy with a copy to the Norwegian Offshore Directorate.
Production licences – notification on decision
- This form is used by operators to report decisions made by the licensees in production licences (licences) associated with work programs or terms on the Norwegian continental shelf (NCS). The notification is sent to the Ministry of Energy with a copy to the Norwegian Offshore Directorate.
Which access rights do I need to apply for as regards deadline extensions?
The access rights you need will depend on what you need to do in the form. As a general rule, you will need the following access rights:
- Read
- Write
- Create
- Delete
The access right "Hent utestående arbeidsprogram/vilkår" (View outstanding work program/conditions) is only necessary for notifications on decisions.

How do I get access to the forms?
Access to Altinn forms is controlled by the enterprise you represent. The person who administers Altinn access in the enterprise will need to assign you the necessary access rights.
You will need access to:
- the right form
- submitting forms
- status and responses associated with the application or notification
In Altinn, you can provide access through either access packages or individual services. Access packages cover multiple forms and services within an area, while individual services provide access to a specific form, service or notification.
To submit an application for extension or notification on decision, you will need access to the relevant individual services.
If you do not have access, please contact the Altinn administrator in your enterprise.

I can't find the form I need to use. What should I do?
First, check that:
- you are logged into Altinn
- you have chosen the right enterprise
- you have been assigned necessary access rights to the form
- you have access to relevant notifications in Altinn

I can't find the production licence I need to submit a form for. What should I do?
First, check that:
- you are logged into the right enterprise in Altinn
- you have the necessary access rights and authorisations.
If the production licence is still missing from the form, please contact the Norwegian Offshore Directorate at postboks@sodir.no or telephone +47 51 87 60 00.
Please provide the following:
- name of the enterprise
- which production licence is involved
- which form you are trying to use
- brief description of the problem
- potential error message or screenshot
Can multiple people work on the same form?
Yes, multiple people in the same enterprise can work in the same form if they have the necessary access rights in Altinn.
Changes are not always displayed immediately to other users, so you should agree internally on who edits which parts of the form.
If you are not seeing the most recent version, you can update the page or re-open the form.
Can I save a draft before submitting the form?
Yes, when you create a form in Altinn, a draft is automatically created.
The information you enter in the form will be saved as you type it, and you can find the draft in the enterprise's inbox in Altinn.
What happens once the form is submitted?
The form will be submitted to the Ministry of Energy with a copy to the Norwegian Offshore Directorate.
The Norwegian Offshore Directorate will consider the inquiry and send its recommendation to the Ministry of Energy, which will make a final decision. The decision will then be forwarded to the applicant.

How can I check the status of a case?
You can monitor the status of cases in the enterprise's inbox in Altinn.
To view the status, you need to be logged into the right enterprise and have the necessary access rights.
If the case status is "Hos Energidepartementet" (at the Ministry of Energy), any questions will need to be directed to the Ministry of Energy.
What alerts will I receive?
Alerts regarding changes and notifications are sent to the Altinn inbox, so you will need to log into Altinn to read them.
Ensure that the enterprise has up-to-date contact information and the correct alert settings, and that someone is monitoring the inbox.

How can I view previously submitted forms?
You can find previously submitted forms in the enterprise's inbox in Altinn. To gain access, you need to be logged into the right enterprise and have the necessary access rights.
- If you can't find a form, please check that:
- you have chosen the right enterprise
- you have necessary access rights for notifications and applications
- the form is not under a different enterprise
- you are searching in the right part of the inbox in Altinn.
Please note: Altinn will not show notifications and applications submitted via SMIL/Licence2Share.

Who can view the forms?
Users who have the necessary access rights in Altinn on behalf of the enterprise can view the enterprise's notifications and applications in the inbox.
This applies both for cases being processed and cases that are complete.
I'm seeing an error message in Altinn. What should I do?
Start by checking that:
1. you are logged in with the right user
2. you have chosen the right enterprise
3. you have necessary access rights in Altinn
4. you have access to both notifications and applications
5. others in the enterprise with the same access rights experience the same problem.

I'm seeing the error message "Kun verifiserte selskap har tilgang til skjemaet" (Only verified companies have access to this form). What does this mean?
This error message usually means that the enterprise or user do not have access to the form. This can be due to missing access rights in Altinn, that you are logged into the wrong enterprise, or a technical error in the communication between Altinn and the Norwegian Offshore Directorate's systems.
Check that:
- you are logged into the right enterprise
- you have necessary access rights in Altinn
- you have access to the right form or service
- you have access to relevant notifications in Altinn.
