New public consultation – proposed changes to the Resource Management Regulations and the Regulations relating to documentation in connection with storage of CO2 on the shelf

7/2/2026 In the autumn of 2025, the Norwegian Offshore Directorate submitted proposed changes in two regulations for public consultation (the 2025 consultation), with 3 December 2025 as the deadline for comments.

This related to: Regulations No. 2004 of 13 December 2017 relating to resource management in the petroleum activities (the Resource Management Regulations) and Regulations No. 2004 of 13 December 2017 relating to materials and documentation in connection with surveys for and utilisation of subsea reservoirs on the continental shelf to store CO₂ (the Documentation Regulations).

The Norwegian Offshore Directorate received a number of comments regarding the consultation proposal.

Based on this feedback, The Norwegian Offshore Directorate is now proposing a new round of public consultation which is restricted to provisions that have been changed as a consequence of this consultation feedback.

The Norwegian Offshore Directorate proposes that these changes become effective as from 1 January 2027.

The deadline for comments is 1 October 2026.
